James McIntosh Fraser, Perth tram driver, city councillor and member of the wartime ministries of the Curtin, Forde and Chifley Labor governments, was born on 12 March 1889 at 26 Batchen Street, Forres, Scotland, to James McIntosh Fraser, ploughman, and Elspet, née Anderson.
